From an investment perspective, what is the return to the bank on a 3.0% loan. There isn't an answer to that question. It depends on the source of the money lent and a million different other numbers. I WILL tell you that the source of the money lent isn't interbank overnight loans. This myth dates back to the TARP program where banks did indeed borrow money for almost nothing and were able to profit on the spread. That WAS an abomination and shouldn't have been allowed. However TARP is gone, the banks paid all the money back, and the fed rate ONLY influences very short term lending....
