Jay Graham and Allen Golden are Director and Assistant Director of the New Hanover County Inspection Department, respectively. They were the first government officials to uncover, investigate and speak up about the barrier EIFS problems. Many people have known about the problems for many years and have even made their livings from diagnosing and "remediating" the problems. But no one managed to bring it into the public spotlight like Jay and Allen. They have also paid a heavy price for their service. They have been attacked in the press and in paid advertisments by EIMA. They have fought heated political battles daily to get the problems investigated outside of North Carolina. They have even had their personal safety threatened. Through it all they stuck to their guns.

Also due recognition is Assistant Attorney General of North Carolina David Kirkman. He worked tirelessly to keep the issue on the front burner in North Carolina and, in doing so, helped bring the issue out of North Carolina.

Finally, Karen Zabo, who founded the first SHOC group in Raleigh. She took it upon herself to get the word out to other home-owners and endured the wrath of an industry.
