John R. Cobarruvias started Texans for
Builder Reform in 2002 to concentrate on the lack of consumer protection
for new homebuyers in the state of Texas. He began this organization after
representing HomeOwners for Better Building as President of the Houston
Chapter for the last four years. Mr. Cobarruvias has been a consumer advocate
for new homeowners for the last six years after becoming a victim himself
and learning the biggest investment of your life comes with the least amount
of consumer protection.
Over the last two legislation sessions Mr. Cobarruvias
along with other dedicated volunteers has lobbied Texas leaders for a new
home lemon law and has testified in many home building related hearings
including the Texas Mold Hearings and two interim studies on arbitration.
In 2003 it is believed these efforts will finally pay off with bills to
be filed to prohibit mandatory binding arbitration in new home contracts,
as well as calls for builder licensing.
Mr. Cobarruvias has written opinion editorials
selected for printing in the Houston Chronicle, Realty Times, and other
local newspapers.
Texans for Builder Reform is a volunteer organization
dedicated to assisting homeowners with construction defects, researching
the Texas building industry and providing reports to Texas officials for
consideration during the legislation session. Volunteers with TXBR, including
Mr. Cobarruvias use their own money and spend their own time to further
the cause and provide protection for future homebuyers..
